Our Commitment
The District is committed to supporting the academic, social, emotional, and behavioral needs of all learners. Through a continuum of supports, including Response to Intervention (RTI) and Special Education services, we work collaboratively with families to ensure students receive timely, appropriate, and individualized support.
Special Education Services
Special education services are provided to eligible students in accordance with the Individuals with Disabilities Education Act (IDEA) and New York State Education Law.
Committee on Special Education (CSE)
The CSE is responsible for:
- Reviewing evaluation results
- Determining eligibility for special education services
- Developing, reviewing, and revising Individualized Education Programs (IEPs)
Individualized Education Program (IEP)
An IEP is a written plan that describes:
- A student's strengths and needs
- Annual goals
- Special education programs and related services
- Accommodations, modifications, and supports
Response to Intervention (RTI)
Response to Intervention (RTI) is a multi-tiered system of support designed to identify and address learning and behavioral needs early. RTI provides targeted instruction and interventions before a referral to special education is considered.
RTI Tiered Framework
- Tier 1 – Core Instruction
High-quality, evidence-based instruction is provided to all students in the general education setting. Student progress is monitored regularly. - Tier 2 – Targeted Interventions
Small-group interventions for students who need additional support beyond Tier 1. Progress is closely monitored, and instructional adjustments are made as needed. - Tier 3 – Intensive Interventions
Individualized, intensive interventions for students with significant or persistent needs. At this level, a referral to the Committee on Special Education (CSE) may be considered if appropriate.
RTI is not a delay to special education. Parents may request a special education evaluation at any time.

Does RTI delay special education services?
No. RTI is designed to provide early support, but it cannot be used to delay or deny a special education evaluation. Parents may request an evaluation at any time.
How is progress monitored during RTI?
Student progress is regularly monitored through assessments and data aligned with the intervention. Teams review progress to determine next steps.
What happens if my child does not make progress in RTI?
If a student continues to struggle despite interventions, the school team may recommend more intensive supports or refer the student to the CSE to determine eligibility for special education services.
Is RTI used for both behavioral and academic purposes?
Yes. RTI may address academic, social-emotional, and behavioral needs using evidence-based strategies.
Programs & Services
Depending on individual student needs, services may include:
- Consultant Teacher Services
- Integrated Co-Teaching (ICT)
- Special Class Programs
- Related Services (e.g., Speech, OT, PT, Counseling)
- Behavioral Supports and Interventions
- Assistive Technology
Services are provided in the least restrictive environment (LRE) whenever appropriate.
Referral Process
A student may be referred to the CSE by:
- A parent or guardian
- School personnel
- A student's physician or other qualified professional
Prior to referral, students may receive RTI supports. Once a referral is made, the district follows required timelines for evaluation and decision-making.
Parent & Family Rights
Parents are valued partners in the process and have the right to:
- Request evaluations
- Participate in meetings
- Receive prior written notice
- Consent or decline services
- Access procedural safeguards
